Your cypher telegram communicated through Governor of

Straits Settlements with regard to Chinese Labour for

men East Africa. Thase can probably be recruited in

North China as follows:-

Interpreters 100 Mexican dollars a month, enginesmiths

65; turners, sixty; cooks, thirty-five; vulcanizera

forty-five; tinsmithe, fifty-five; carpenters forty-

five; springsmiths sixty-five; motor mechanics (or

if not available general fitters) fifty-five. Lodging

and medical attendance free. No food. Full payment

also food on both journeys. Nine hours a day work,

overtime to be paid extra. Compensation in case of

death three months' pay in case of injury, according

to circumstances, but not exceeding three months pay.
